Is Utility Locating Required Before Excavation?

A trench can turn into an emergency in one bucket pull. A gas service, electric feeder, fiber line, water lateral, or sewer pipe may be only inches below grade – and not every line will appear in public utility markings. So, is utility locating required before excavation? In most cases, yes: you must notify the state 811 system before digging where state law requires it. But meeting that requirement is not the same as knowing every buried hazard on your site.

For contractors, property managers, and homeowners, the right question is not simply whether a call is required. It is whether the work area has been investigated well enough to excavate without putting people, infrastructure, schedule, and budget at risk.

Is Utility Locating Required Before Excavation?

Every state has an underground utility damage prevention law that requires advance notice before many excavation activities. In Missouri, Kentucky, Tennessee, and Illinois, the process generally starts by contacting 811 before work begins. The notification creates a locate request, which alerts participating utility owners that excavation is planned near their facilities.

Those utility owners are then given a legally defined window to mark the approximate location of the lines they own and maintain. Exact notice periods, ticket validity, tolerance zones, and excavation rules vary by state and project conditions. The excavator is responsible for following the requirements that apply at the jobsite, including waiting for responses and protecting markings.

This requirement can apply to far more than large commercial trenching. Digging for fence posts, footings, drainage, landscaping, signs, retaining walls, utility repairs, and additions can all put buried lines at risk. Mechanical excavation is an obvious concern, but hand digging, boring, probing, and demolition can also cause damage.

Calling 811 is a necessary first step. It is not a complete subsurface investigation.

What 811 Marks – and What It Often Does Not

Public utility locating programs are designed to identify facilities owned by participating utility companies. That typically includes the main gas, electric, water, sewer, communications, and cable infrastructure serving an area. Markings provide valuable information, but they have limits.

A utility locate ticket generally does not cover privately owned lines. Once a service line leaves the utility’s point of ownership – often the meter, transformer, main connection, or other designated point – it may become the property owner’s responsibility. That private side is where many costly surprises are found.

On commercial sites, private utilities may include electric feeds to detached buildings, parking lot lighting, irrigation controls, fire lines, data cables, private water mains, sewer laterals, septic connections, and abandoned lines from previous construction. Residential properties can have similar issues, especially where there are pools, sheds, garages, outdoor kitchens, additions, or older utility connections.

A response that says a utility company has no facilities in conflict does not mean there is nothing buried. It means that particular utility owner has no known public facility to mark in the requested area. Treat the locate response accurately, not as an all-clear for the site.

Private Utility Locating Fills the Critical Gap

Private utility locating is a separate service performed by trained field professionals using equipment and methods suited to the conditions. Electromagnetic locating can trace many conductive lines. Ground penetrating radar, or GPR, can help identify non-metallic utilities and subsurface anomalies that may not be traceable by conventional means. Visual site review, available plans, access points, and field experience all matter too.

No single tool can identify every buried object in every soil type. Clay soils, reinforced concrete, congested utility corridors, depth, moisture, abandoned materials, and site access can affect results. A dependable locating professional explains what was detected, what could not be confirmed, and where excavation should proceed with added caution.

That is the practical difference between checking a compliance box and managing jobsite risk. A thorough private locate helps project teams make informed decisions before equipment moves in, not after a strike stops the work.

Markings Are Approximate, Not a License to Dig Blindly

Utility markings show an approximate horizontal location, not the precise depth or exact position of every line. Lines can change direction, cross one another, enter structures unexpectedly, or have been installed differently than available records indicate. Previous grading may also have changed the depth of a utility without changing its original documentation.

This is why state damage prevention laws establish a tolerance zone around marks. Within that zone, excavators generally must use approved careful excavation methods instead of relying on a backhoe, skid steer, auger, or other mechanical equipment. Depending on the utility, site conditions, and governing rules, that may involve hand digging, soft digging, vacuum excavation, or other controlled exposure methods.

The purpose is straightforward: visually confirm the line before working close to it. Do not assume a line is at a standard depth. Do not assume it runs straight. And do not assume an unmarked line is abandoned or safe to remove.

If markings are missing, unclear, damaged, or inconsistent with field conditions, stop and resolve the issue before digging. A rushed decision can produce an outage, a flooded excavation, a gas release, or an injury that no schedule recovery plan can justify.

When a Pre-Excavation Scan Is Especially Worthwhile

Some projects deserve a higher level of investigation even when public markings are present. This is particularly true on older properties, active commercial facilities, campuses, industrial sites, hospitals, multifamily properties, and locations with several additions or renovations over time. The more a site has changed, the less safe it is to rely on assumptions.

A private utility locate is also strongly advisable before installing new services, trenching across a property, repairing sewer or water laterals, boring under pavement, excavating near structures, or demolishing slabs and foundations. Before core drilling, saw cutting, or drilling into concrete, scanning is equally critical. Post-tension cables, rebar, conduits, and embedded utilities can create serious hazards inside a slab.

For a small residential project, the trade-off may seem simple: pay for locating now or accept an unknown risk. But the cost of a damaged service line can include emergency repair bills, utility charges, restoration work, downtime, and possible injury. For a commercial project, a single fiber strike or electrical outage can affect tenants, operations, inspections, and contractual deadlines.

A Safer Process Before the First Bucket Goes In

Start planning before the excavation crew arrives. Contact 811 with enough lead time for the applicable notice period, provide accurate work limits, and make sure the request covers the actual proposed excavation area. White lining or clearly marking the intended work zone can reduce confusion on larger or more complicated sites.

When responses are complete, inspect the markings with the project team. Compare them against site plans, utility records, visible meters, pedestals, cleanouts, valves, transformers, and building service entrances. If anything does not make sense, ask questions before the work starts.

Then address private-side infrastructure. Arrange professional private utility locating where services may extend beyond public ownership, where records are incomplete, or where the consequences of a strike are high. Preserve all paint, flags, and markings throughout the work. If rain, traffic, grading, or other activity removes them, obtain a refresh rather than guessing.

Finally, brief operators and laborers on known utility paths, tolerance zones, and the response plan for a suspected strike. The person in the equipment seat needs the same clear information as the project manager. Safe excavation is a field discipline, not paperwork handled from an office.

If You Hit or Suspect You Hit a Utility

Stop work immediately. Keep people and equipment away from the area, especially if there is a gas odor, hissing sound, damaged electrical equipment, or a downed line. Do not attempt to repair, cover, move, or continue exposing the damaged facility yourself.

Call emergency services when there is an immediate threat, then notify the utility owner and the appropriate project contacts. Even minor-looking damage to cable, conduit, pipe coating, or tracer wire can create a larger failure later. The right response protects the crew and preserves the information needed to investigate the incident.

Excavation moves fast. The decision to locate first should move faster. Before you break ground, make sure you know what is beneath your feet – and make uncertainty visible before it becomes damage.
